Factors for flooding
1) Underdeveloped Drainage System:-
The population of cities like Mumbai and Delhi grew exponentially right after independence. People from all over the country came to such megacities in search of jobs or better living conditions. However, the drainage system could not cope or keep up with the growing demand for water flow. This led to inadequate drainage system, which was far behind its requirement.
2) Increasing Population Around River Banks:-
As mentioned above, the population in megacities grew quickly and people started settling around the river banks and building slums around them. This phenomenon can also be observed today. The major issue here is that these areas do not have proper sanitation or even basic human needs such as garbage disposal facilities. So, they end up throwing their plastic waste around the river, which indeed clogs the river and obstructs the flow of the river.
3) Increasing Infrastructure Around Rivers:-
To maximize their profit, builders try to buy land near river banks at cheap rates. This not only shortens the width of the river, which obstructs its flow, but also ends up cutting off the underground water streams that replenish the underground water level.
4) Decreasing Green cover:-
It is obvious and well-known fact that the green cover in cities like Mumbai is decreasing at an ever-growing rate. So much so that in the 1970s the Forest cover in Mumbai was around 33%, which now has fallen as short as 13%. That is a 20% dip in a matter of just 50 years! A lesser-known fact is that the trees help us prohibit floods! They soak up the rainwater in the soil (which also helps replenish the groundwater) and with their leaves! But the ruthless deforestation has led to nothing but floods.
5) Climatic change due to Urban Heating:-
Urban heating (also called as urban heat island) is a phenomenon where the urban areas feel warmer as compared to the rural areas of the country. It is observed that the average temperature for urban areas is 2C higher than the rural counterparts. This also leads to higher rainfall in urban areas as the warmer air tends to hold more water vapors. This along with poor drainage systems, lacking green cover, and open fields leads to extreme flooding in the megacities
But if you are thinking that "Why are we even talking about a topic that we Mumbaikars are so used to?" Well, there are many reasons to think otherwise. Floods lead to a lot of damage not only to the infrastructure but also to thousands of people whose lives are affected by them.
For example, the megaflood of Mumbai in 2005 led up to Rs 5.5 Billion in monetary losses and more than 1000 people lost their lives. Imagine, this is only a megaflood listed above and India has experienced 5 of those in the last 8 years. How many lives and money has India lost just because of floods?
Economic Loss
Floods not only affect the land and lives of people but also give the country an economic shock wave. It affects infrastructure such as roads, buildings, and dams but also lessens foreign direct investment (FDI) inflow. Investors always try to choose somewhere safe for their business where there are no obstacles. Let us discuss the financial loss incurred due to floods in India.
India, on average, incurs almost Rs.1000 cr in financial losses every year. This is a major problem because the funds that can be used by the government elsewhere are being used in either relief work or the form of loss due to floods.
1) Mumbai Mega Flood:-
In 2005, Mumbai experienced 944-mm rain in just 24 hours! This megaflood resulted in a total loss of over Rs.5.5 Billion of which Rs.3 Billion was just straight-up infrastructural damage. This is only a flood that Mumbai experiences every other year. Imagine the loss every year!
2) Chennai Floods 2015:-
The devastating floods in Chennai in 2015 were caused by a chain reaction. But it led up to a loss of 400 lives and Rs.246 Billion.
These are some staggering figures caused by floods that could have been avoided if taken proper steps.
Similarly, the losses estimated in various cities are as follows:-
- Bengaluru 2017 200 billion rupees
- Hyderabad 2020 50 Billion rupees
- Delhi 2023 100-150 billion rupees
Thus, this total adds up to an unfathomable amount that we have lost only due to floods and our poor flood management methods.
Solution
We have been taught about rainwater harvesting from a very young age, but how many of us have implemented it? It is not a surprise that only 3000 buildings have this system. Our river drainage system, dams, reservoirs, etc. need to be updated and maintained for their full efficiency, and neglecting such factors can be very harmful to us.
India is not the only country that experiences floods. Many other countries face this problem, and to cope with such risks, they have their own unique solution or a unique model. Let us discuss some them:-
1) The Netherlands:-
The Netherlands is a global leader in flood management because of its long history of water-related problems. The country has an extensive system of dikes, levees, flood barriers, and innovative water management infrastructure to protect low-lying areas from both river and coastal floods. Their approach involves a combination of engineering solutions, land-use planning, and effective water governance.
2) Japan:-
Japan has faced numerous devastating floods and has developed a comprehensive flood management system. It includes a network of river embankments, reservoirs, and flood detention basins. Japan's approach also focuses on early warning systems, public education, and community involvement in disaster preparedness
3) China:-
China has invested significantly in flood management infrastructure, including dams, reservoirs, and flood diversion channels. The Three Gorges Dam is a prominent example of a large-scale flood control project in China. The country also uses advanced technology and forecasting systems to issue flood warnings and coordinate emergency responses.
4) Germany:-
Germany has faced severe floods in the past and has implemented various flood management measures. These include floodplain restoration projects, improved river channel management, and efficient forecasting and warning systems.
5) Singapore:-
Singapore is a city-state that has adopted innovative urban planning and engineering solutions to manage flooding effectively. These solutions include the use of underground reservoirs, drainage improvement projects, and the integration of green spaces to absorb rainwater.
India too can take inspiration from such models to cope with floods. It is also necessary for India to come suggest its own Flash Flood Management Model. The government has established a model but there is close to no initiative in the model and it is very lacking.
The issue of flooding will keep rising in the future due to global warming and rising sea levels. So the Indian government must act very quickly to cope with the growing problem. We have to reflect upon the root causes of floods and act upon them.
One of the shining example is of the city of Gorakhpur. The problem of flooding increased in the city in the early 2000s. This growing concern caught the eye of the authorities and they quickly acted on it. To solve the issue they did not do something fancy but rather very simple. The authorities coordinated with the farmers. They told the farmers not to sell their farmlands to the businessmen. They showed them proper technique of farming. Farmers switched from mono-cropping to rotating multiple crops. This helped the farmers with increase in harvest and also solving the issue of flooding.
We have to reverse all of our wrongdoings, starting with the problem of overpopulation. Overcrowding and overpopulation in megacities is a major problem affecting the lives of millions. The excess population tends to settle around the rivers. But this must change. We should reallocate these people to better-living areas or at least give them proper training on sanitation and cleanliness through awareness programs.
Furthermore, the concrete roads have not left any space for rainwater to drain or be absorbed by the soil. We know that concrete roads are important but we can at least try to keep open spaces in the form of gardens and parks within the city, which could help drain rainwater.
